Thank you for your question.  Your mare sounds like she is in a tremendous amount of pain in her knees due to calcification associated with arthritis.  Arthritis is a very debiliating condition and one that is best controlled in an early stage.  I agree with your veterinarian that surgery is probably not an option, as in most cases, removal of bones spurs in the joints alleviates pain in the short term, but the process of degeneration continues and the joints are soon in poor shape again.  I cannot offer you anything in terms of reducing the bone spurs or areas of calcification that are present within the joint, but we may be able to control the pain and inflammation associated with the condition.  The bone spurs are creating soft tissue inflammation around and within the joint, which is then associated with swelling, reduced movement and of course pain.  The inflammatory mediators involved in this process have been shown to be inhibited or at least reduced in our clinical trials using Cur-OST.  The primary ingredient in Cur-OST, being Curcumin, has also been shown in numerous human clinical trials to help not only reduce the pain and inflammation, but also slow the course of the disease.  This condition is very common in the older horse and in our clinical practice, we have had several geriatric horses with arthritis respond very favorably.  The bone spurs are still present in these cases, but the inflammation associated with the condition is more controlled, leading to a higher quality of life for the horse.  I would encourage you to give Cur-OST a try as it might provide the relief you are seeking for your mare.  I hope this answers your question.
